In order to adapt to economic globalization put forward challenges of the work,to carry out the comprehensive government reform movement in many countries,and in the movement to adjust the personnel management of the entire government pattern,introduced the employment system of civil servants will gradually open and activate civil servants has achieved remarkable results.However as an exotic,combining the situation of our country inevitably produces many problems,shenzhen as the first pilot of appointment system reform,the development has been nine years,but not in the country on real significance,problems and countermeasures of the reform is worth pondering,visible civil service system reform in our country become the emphasis and difficulty in the administrative system reform.Shenzhen though the implementation of the system reform in the government’s work efficiency and the civil servant troop overall quality aspect,but did not really break the "iron rice bowl",realize the liquidity,with its system of charm to attract high-end talent,management the important reason is the employment contract interoperability is not strong,constrained by the traditional appraisal system,as well as the application of appointment system defects,related laws and regulations lag and so on.Based on the solid foundation of new public management,economics,human resources management theory knowledge as the foundation,through the consult books and periodicals in the library,shenzhen people club department official information and download online literature as the main research approaches,government departments,to explore the personnel management and staff performance,the pilot implementation of shenzhen civil service appointment system as the main analysis object,through the understanding of the system implementation of shenzhen pilot unit and the communication with employment of civil servants,put forward the civil service system of the current existing problems and the reason analysis,and puts forward improvement scheme,and safeguard civil service appointment system reform scheme of the internal and external conditions,finally combining with the present domestic related policy and system to perfect the measures and experience both at home and abroad for reference,puts forward some countermeasures to improve the system of shenzhen civil servants’ employment system reform and the promotion of the nation’s Suggestions,in order to establish the perfect civil servants’ appointment mechanism and provide reference for the feasibility of the implementation of the policy,in order to comprehensive civil service appointment system across the country to lay a good foundation,make the government personnel more enrichment,diversification and specialization,effectively improve the government management level and efficiency,reduce administrative costs,science gradually perfect the government personnel mechanism,promote the development of China’s civil service system.
