Study On Present Status And Countermeasures Of Multiple Participation In Community Environmental Management

In recent years, the greenhouse effect, climate anomalies, frequent fog and haze and other environmental problems are getting much attention. The state government and experts and scholars in various fields on environmental protection and management problems have increased research efforts to find more effective ways for promoting and improving the overall environment. The living standards of Residents are improving. The demands for the various aspects of the environment and quality of life are increasing too. Noise nuisance, parking chaos, mess and other types of community environmental problems are endless; it’s a difficult challenge to carry out community environmental managements well.In this paper, I take Suzhou Industrial Park Hudong Community for a case study; research and discuss environmental management problems and countermeasures of urban communities. With the multiple participation visual angles, I propose that the main parties of the community carry out environmental managements with interactive cooperation. It should be adhered to the party leadership, be managed by the government. Responsibilities need be clarified, and any parts join hands. Then it can play a full and active role in environmental management by the mass organization for self governments at the grassroots level, the organizations of community service and self-government. It can also maximize the social vitality, reduce the disharmonious factors of environment, and promote the scientification and standardization of the community environment managements. Administrative management should be leaded by Communist party, and it will effectively link to the mass organization for self governments at the grassroots level with well-run interaction. And then it should take efforts to form a pattern. The environment of Hudong will be more livable. Meanwhile, I will analyze the possible problems and difficulties in the multiple participation practice, such as multi-bodies are not strong willingness to participate, and responsibility is unclear, the extent of regulation is low, lack of resultant force, insufficient continuity and so on. Through further analysis of the cause of the problems, gathering detailed information, learning experiences, trying to explore, I will propose to strengthen legal security, improve mechanisms, create atmosphere, enhance awareness of multiple participation, broaden the participation channels and improve the incentive mechanism. Then the interactive and cooperative effectiveness will be improved between the multi-bodies in community environmental management. In the end,the community environment atmosphere will be fully enhanced.
