Research On The Community Policing Reform Under The New Urbanization Background

The 18 th National Congress of Communist Party of China has proposed that strengthening the social construction is an reliable guarantee for social harmony and stability,so we must maintain the fundamental interests of the people, and strengthen the basic public service system, strengthen the reform and innovation of social management,to promote the building of a harmonious socialist society. With the rapid development of China’s new urbanization and the adjustment of interest distribution pattern, the contradictions among the people have been obvious,the criminal rate has been increased and a large number of social contradictions have been intensified.Furthermore,many changes have taken place in the content and form of management and service work of public security, mainly in management from static to dynamic change, management type from single to diversified change, management object from low-level to high-level changes, management means by artificial mainly to high-tech transformation. These changes lead to the increasing pressure of services in the administration of social public security organizaion.Facing the new situation and new requirements, the public security organizaion should respond positively, vigorously promote policing mechanism reform, improve work efficiency, improve the service ability and the level of economic and social development. As the elements of the basis of public security work and the main carrier, the community policing only insist on people oriented concept, continuously insist on the reform and innovation, in order to ensure social order and stability and the close relations between the police and people,and win people’s satisfaction and recognition.Based on the full elaboration on the concept of the community policing and newurbanization theory,this paper analyses the internal and external causes of the rapid urbanization bringing to the community policing challenges.Taking the example of the Yuanhe police station of Xiangcheng branch of Suzhou public security bureau, through the investigation and study method, this paper introduces the practice and revelation of the present situation and reforms path of community policing,finally explores the path of construction of community policing reform under the background of new urbanization.
