The practice of law-based administration has been a major act of the public sector reform in the recent years. To ensure laws are enforced in a transparent, fair and civil manner is indispensable with the goal of constantly promoting law-based administration in the process of governing the country according to law. The establishment of performance appraisal system of law enforcement personnel helps to improve the efficiency of administrative law enforcement and to regulate its implementation.Besides, it also promotes the work efficiency and quality of the individual law enforcement official. The key link of the fair and civilized law enforcement is built upon the continued perfection of the system.In this research, it aimed at the implementation process of the performance appraisal system of law enforcement personnel based on a series of systematic investigations. First, it introduced the theoretical rationale of the system and provided relevant concepts together with the frequent ways of performance appraisal. In the second part, the research elaborated the framework of the ongoing performance appraisal system of law enforcement personnel adopted in Suzhou Department of Transportation Management. The existing problems were then revealed and the correspondent analysis were conducted on the other hand. The problems include inconsistency between performance goals and organizational core functions, lack of depth in setting performance indicators, unreasonable performance appraisal methods,overlook of appraisal results other than efficiency and misuse of results. At last, this research put forward a number of suggestions in regard with the implementation of thesystem, including the appraisal principles, appraisal subject and object, evaluation indicators setting, dynamic monitoring of appraisal system and application of evaluation result etc.
