The emergency of urban shantytowns is typical during the modernization process in China. Due to the poor living conditions and the lack of infrastructure in historical and realistic backgrounds, the reformation of urban shantytowns becomes a critical problem that must be faced and solved urgently. Urban shantytown reformation not only improves the living conditions and physical environment of its residents, but also involves the change of social relations and even the reconstruction of community identity. After reviewing the theoretical literature and analyzing academic perspectives, this study explores the status of community identity and ethnic identity of a multi-ethnic community in New Beiliang, the city of Baotou, Inner Mongolia Province. Qualitative and quantitative research methods are used, specifically focusing on the differences and interaction of the diversities in question. As a type of emotional awareness, identity is not only related to how community members adapt to and are integrated into community life, but also embedded into the neighborhood relations, community involvement, and all aspects of interactive communication among the ethnic groups, which jointly helps promote the community’s governance and effective functioning.
