After the Communist Party of China became the ruling party, the economy must be restored, so the land reform were conducted across the country. Due to lake region was in the special geographical environment, large area was covered by water, the fishermen lived around the Honghu Lake rely on fishing in the lake, so the land reform in the lake region was renamed the Lake industry democratic reform.The overlord of lake occupied a lot of means of production, they had excellent fishing tools, and they monopolized the industry chain of the lake, so their main form of exploitation the fishermen is the renting, hiring, loan sharks and others.
