| The Villager Autonomy is an important content of the basic-level democratic political construction in our country. It has played an irreplaceable role, from the generation to the development, in improving the rural governance and promoting the development of rural society for more than 30 years. However, with the continuous advance of China’s reform and opening up and modernization process. At present, the Villager Autonomy,based on single institution villagers encountering some bottlenecks: "Four Democracy" can not be implemented, and Autonomy is just an theory hard to execute. These situations are not conducive to the sustainable development of rural society, so that exploring Autonomy effective realization form and " find back Autonomy" has become an important subject in the research of current villager autonomy. Based on this, this paper chooses Huangmiao Temple Community Qionglai City Sichuan Province as a case, making use of Literature Analysis, Case Study Method and Interview Method to show the exploring process of the H Temple Community special council, and this paper, from the micro perspective, analyzes why the farmer participating in the Council and how the farmer being part of the Council and so on. On this account to explore why the special Council can make the Village Autonomy operate effectively.The article is divided into five chapters:the first chapter is the introduction, it includes the causes and the significance of this topic, research status and reviews, research framework, research methods and the basic situation of the villages. The second chapter to the fourth chapter, elaborating the case in chronological order, as to show a complete exploring process. The fifth chapter is the summary and the discussion. Firstly analyzing the internal mechanism of the special council:resources embedding activates related interests, unit recombining creates interest links, acquaintances social security releases interests; Secondly clarifying the positioning system of the special council, and the essay states the special council does not conflict with the Autonomy organization under the existing legal framework, on the contrary it improved the Villager Autonomy organization system, and this established "four in one", "separation of three powers"organization pattern:the Authority (Villagers Meeting/Conference on behalf of the villagers) as the core, Decision-making body (the special Council), Executive agency (Village Committee), Regulator (Supervision Committee).the special Council authorizes the villagers (representatives) conference, balances with Village Committee on power, and supports Village Committee on work; Finally, further theoretical improvement, from behaviorism perspective and dynamic change process to build a general theory of "Action Circle-level", putting up with under the guidance of the different factors, farmer’s "Action Circle-level" differs. "Action Circle-level" decides the foundation of the effective implementation, moving boundary, levels and types of the village autonomy. Therefore, in order to maintain the permanence of the Autonomy, we should consider the "Action Circle-level" for fanners and then debug the realization form of the Autonomy. |
