Study On The Effective Enforcement Format Of Villagers' Atonomy

The villager autonomy system is a basic level democratic political system in China. During the thirty years of development, the villagers'autonomy has experienced two important development bands. In the first stage, the autonomy of the natural village is the main unit, and the second stage is the administrative village autonomy established in the last century eighty's, which has been extended to the present. The practice shows that this system of grass-roots democracy in the administrative villages is not very good, and there is often the problem of "the autonomy of administrative control", "the negative system" and "external forces". Thus leading to the villagers' autonomy was "lost", but not in the vast rural areas to achieve effective landing".The villager autonomy has important intrinsic value, but the value realization of villagers'autonomy and the real "landing" of villagers'autonomy depend on the choice of the form of villagers' autonomy. Therefore, this paper is to explore the effective realization of the villagers' autonomy in the form of the villagers' autonomy unit is an important basis for the effective realization of the villagers' autonomy. And the interests of the members in the autonomous region are closely related, and the culture is the important condition for the formation of autonomous units. The effective realization of the villagers' autonomy needs to build a diversified, multi-level system of villagers' autonomy. Firstly, this paper discusses the relationship between the content and the form of the villagers' autonomy, and traces the origin and development of the villagers' autonomy, and explains the important connotation of the villagers' autonomy. Secondly, a qualitative analysis of the present situation and existing problems of the villagers' autonomy is carried out. Again, the analysis of Guangxi Guigang City qintang District in the practice of villager autonomy in the form of an important innovation, namely "a set of two sessions" system important in the villagers'Self-Government Arrangements as well as the practice effect, further validation of the form of villager autonomous innovation in the realization of the villager autonomy intrinsic value of an important role. Finally, the path of the effective realization of the villagers' autonomy is improved, and the suggestions for improving the villagers' autonomy are put forward.
