With the popularity of smart phones and springing up of lift-hailing apps, car service industry via Internet has been thriving. However, along with the convenience it brings about, problems concerning security, insurance conditions, tax evasion and avoidance, industry boycott, etc have been gradually exposed. This urges the study in education circles and provision of policy consultation to government in regard to effective governance of lift-hailing service industry. In response to this need, this thesis applied academic resources like collaborative governance theory, and combined empirical and normative study. Via conducting systematical research on "collaborative governance of lift-hailing service industry under big data background" in China, it put forward policy suggestions and advice to effectively manage lift-hailing service industry.The whole thesis is composed of seven parts:Part Ⅰ:Introduction. This part mainly includes background of paper subject; values of research; definition of relative concepts; theory base and method of the research; key issues planned to be solved; innovation intention, paper’s logical structure and so forth.Part Ⅱ:View and assessment of references. This part summarizes relating research status, both domestic and abroad, comments are made briefly.Part Ⅲ:Model and basic assumptions. This section briefly describes the SFIC model, and clarifies the feasibility to analyze lift-hailing service industry governance. Four basic hypotheses were put forward based on the model.Part Ⅳ:Study of design and data collection. This part mainly sketches the variables design of questionnaire and interview design.Part Ⅴ:Statistical analysis and interviews collation. This part chiefly applies SPSS software to process the data gained from questionnaires and verifies hypotheses, it also sums up structured interview material.Part Ⅵ:Thoughts and construct of policy suggestion:oriented by government and society governance. This part pertinently puts forward measures and suggestion targeted at extant problems with the lift-hailing service, combining four basic hypotheses.Part Ⅶ:Research summary and outlook. Existing problems of this thesis’ results and deficiencies are discussed. It also puts forward outlook of the governance of lift-hailing service industry.Innovations of this thesis mainly lie in:First, the innovation on choice of research subject. Currently, there are few academic theses that study on lift-hailing service industry, the achievements in view of collaborative governance have not been detected yet. The article conducts "collaborative governance of lift-hailing service industry" as a research topic, and combines quantitative methods with collaborative governance theory. It analyzes the role of different impact factors in the effects, influences, and synergistic ways to the management of lift-hailing service industry. This is discussed under the government and multi-agent condition. This kind of research is undoubtedly innovative.Second, the innovation on analytic framework. This article applies SFIC analytic framework to the collaborative governance of lift-hailing service industry, and puts forward four hypotheses followed by verification. Such attempt also has innovative values in domestic scholar filed.Third, the innovation on policy suggestions. Current academic advice on lift-hailing service industry is fragmented, non-systematic, and not targeted. Based on quantitative analysis with SFIC model and interviews, oriented by government and social collaboration, this thesis puts forward four policy suggestions, which are:to enhance trust, and push forward share of power and resources; to implement policies comprehensively, and facilitate effective leadership and guidance; to establish regulations and laws, and clarify rights and responsibilities; to enforce communications, and strengthen the consensus of collaborative governance. These policy suggestions are strongly provided with novelty, pertinence, and systematisms.
