With the rapid development of Internet technology, significant changes have occurred in the space and time of citizen participation, the citizen participation in the network have emerged, bringing the a kind of brand-new concept, provides a new way of participation for our country’s political participation. Our citizens began to use the Internet browse related sites widely and access to the political information, comments social hot events, network supervision of the government and officials behavior, published views to the government as well as the influence and participation in government policy formulation. Many citizens participate in the practice of network so that the public can see their own strength, but also to stimulate their participation awareness, more inclined to use the network to participate in government governance, in order to get the government’s attention and response. So, what the citizen network participation is how to participate in the government governance, what are the characteristics and What are the effects and functions of government governance and how to reduce the negative effect to better promote the participation in the network, so as to continuously improve its influence and effect in the government governance. These are all discussed and analyzed in this paper.This paper discusses the citizen network participation from the perspective of government governance and analysis of the forms of participation, and combined with the reality of the situation specific analysis of the citizen network participation in what way to participate in them, followed by an analysis of their relationship and from the material foundation, political foundation, the social foundation and the technical foundation to carry on the analysis to its feasibility. On this basis, combined with the reality of the network participation involved in the typical case in recent years, For the specific analysis of the function and effect of citizen participation in the governance of the government, on the one hand the healthy and orderly and positive citizen network participation not only to enhance the enthusiasm of citizen governance, and At the same time, it also urges the government to examine the changes of the new environment so as to lead to the change of governance concept and governance role. But due to the network infrastructure led to the digital divide, the lack of system and network characteristics and other factors, making citizen network participation in government governance also has negative effect, such as unbalanced participation in government governance impartiality, participation and lack of effective reduce government governance benefits.Aiming at these problems and the deep analysis of the influencing factors, this paper tries to discuss how to eliminate the negative effect of the citizen’s network from the three aspects of the citizen, the government and the environment, make it better to play its influence and effect in the government management, so as to improve the government governance. First of all, to enhance citizens’ network literacy, guide the citizens to abide by the norms of network ethics, rationally regulate their behavior and make rational participation. Secondly, to speed up the construction of e-government, improve the government information website, and further promote the government’s information disclosure, to strengthen the government’s guidance on the network of public opinion. Finally, from a macro perspective, to construct a good network participation environment, to achieve the rule of law, to maintain a good network participation in order, to speed up the construction of information infrastructure, and strive to eliminate the digital divide.
