New Citizens are a special kind of group generated in the process of urbanization and industrialization. After entering the urban society, they have made outstanding contributions to promote the city’s economic development and facilitate the urban social life. However, due to a variety of institutional and non-institutional arrangement, many new citizens suffer discrimination and exclusion from urban society. Participating in community governance is intrinsic motivation to promote community development and social harmony, and the extent of community participation in community affairs is a measure of an important indicator of the level of community construction. In recent years, citizen participation in community governance is a new type of community governance, but the major groups involved in community governance in practice are only limited to urban residents, new citizens are excluded from the governance part. To change the new citizens "marginal man" position in urban society, we must break through the obstruction of new citizens’ participation in community governance, in other words, we must eliminate the social exclusion of community governance.This article attempts to solve the following questions:1.What aspects of exclusion in community governance process of new citizens’ participation; 2. To analyze the causes of exclusion and processes in the practical operation; 3. How to eliminate the exclusion to promote new citizens participation in community governance. Our methods includes: Social Exclusion as an analytical framework, normative research and empirical research methods, particularly the use of literature analysis, case studies, case interviews and quantitative analysis.Structure of this article in addition to "Introduction" and "Conclusion", there are five parts:First, the Exclusion:the Analysis of New Citizen’ Participation Situation in Guangzhou D Community. This section describes the status of the sample the new citizens’ participation of in community governance, and thus to pave the way for the later study. Second, the Glass Curtain Wall:The Systems Obstruct New Citizens’ Participation in Community Governance. We use social exclusion theory to analyze the exclusion system, in which the representative of the system is the household registration system. And to clarify, whether these systems obstruct New Citizens’ participation in community governance continue to exist and play a role. Third, the Glass Curtain Wall:the Obstruction of New Citizens’ Participation in Community Governance of Non-system Exclusion. Under the premise of a new system of exclusion is not a major obstacle to public participation in community governance, this section focuses on new citizens’ exclusion factors involved in community governance difficulty specific performance, such as spontaneity economic exclusion, access exclusion, segment cultural exclusion and feasibility exclusion capability. Fourth, Who Constructed Glass Curtain Wall:the Cause of New Citizens’ Difficulties in Community Governance. Based on the second and third part, this section explained why the city government, community organizations, interest groups and the mainstream media participate in the construction glass curtain wall, as well as resulting in the exclusion of economic motivation, path dependence and ideological roots. Fifth, Breakthrough the Glass Curtain Wall:the Elimination of Social Exclusion of New Citizen’ Participation in Community Governance. The third, fourth and fifth part is the key of this article, we put forward main countermeasures through glass curtain wall, based on theory and the actual situation.Innovation of this paper is mainly reflected in the following aspects:First, the perspective innovation. In previous studies, we mostly use a top-down perspective of the government, and the lack of a bottom-up human care, and this article is from a new perspective of new citizens, with a viewing angle of the bottom-up discussion in research on citizen participation in community governance. Second, the research innovation. I believe that the new citizens cannot participate in community governance is not only from institutional exclusion, but also from non-institutional exclusion, such as economic, political, social and cultural aspects. On this basis, I explained the reasons for social exclusion of new citizen participation in community governance, and therefore to some extent, this study will fill the vacancies in the aspect of the study. Third, the countermeasures innovation. Faced with the plight of new public participation in community governance. Based on the current situation, we put forward a series of concrete operational measures, such as to eliminate the concept of development of the non-inclusion, to build cooperative networks fight against exclusion, to establish new culture support for new citizens to participate in, etc. Therefore, this article provides some useful ideas and references for breakthrough new social exclusion of new citizen participation in community governance.
