As aging has become the leading trend in China ever since the 21st Century, nursing of the elderly is the major issue that concerns the new generation, especially in the countryside. By the end of 2008, China’s countryside has completely embraced the age of aging, the elders accounting for more than half of that of the whole country. Family scale in rural areas has greatly diminished since the implementation of birth control, the 4-2-1 family structure has simultaneously rendered much more burden on the offspring. As the number of teens from rural area keeps skyrocketing, the rural immigrants have therefore grown critically, leaving empty-nesters unattended, the traditional methods for caring for the elders have totally gone outdated nowadays, institutional service and commercial service have been proven incompatible with the current situation, the profound and pioneering community service is deemed imperative and shall be implemented right away. The government shall act as the leading role in social activities, they shall thereof shoulder those indispensable responsibilities and make utmost use out of their functions. When faced with the burden and pressure from the mass group of the elderly, all those concerned shall delve into the current issues and etch out corresponding plans so as to push forward the promotion and implementation of rural and community aging service. It is universally known that there exists malpractice inside every competent department in this society and it’s usually inevitable, for instance:defect in legislation, shortage in financial support, ineffective action in promotion, lack of political support in brainpower; insufficient guidance and support in public participation, excessive intervention in communities and absence of supervision in aging service, all attributing to the abnormal development in the carrying out of aging service. Based on the public goods theory, public governance theory, service-oriented government theory and theory of limited government and inspired by the practice in aging services in developed countries, this article is a manifestation of in-depth analysis on the current obstacles and reasons the society is confronted with in rural community aging services, thereafter providing cogent strategies.
