Since China’s Reform and Opening up, human resources management in the public sector is constantly standardized and legalized, public sector human resources performance assessment in the public sector management has been more widely used. Due to the special nature of China’s economic and social development, the public sector human resources performance evaluation related exploration and research started late, and the influence of traditional ideas, there is a lack of scientific classification of the categories and grades of the assessment objects, "One size fits all" serious, lead to a single method of performance evaluation, general assessment indicators, assessment results of the evaluation is not accurate, the results of the application is not sufficient and so on. Explore how to build compliance with China’s actual human resources classification assessment mechanisms in the public sector, is the core issue of improving public sector human resource performance assessment and quality levels in the current.Because the level of economic and social development reasons, late start of practice and research in the public sector human resource aspects of performance appraisal in china, and the practice and research of western developed countries have over a hundred years of history, has now built up a set of scientific and comprehensive assessment system. On the basis of the theory of human resources performance appraisal summarizing research on the combination of domestic and foreign experience, take a grassroots People’s Bank of China in Yunnan Province for example, key research for public sector human resource classification assessment, and suggest improvements and recommend measures to improve the level of classification assessment. The thesis consists of five parts:The first part, an overview of the background and significance of human resource classification assessment, and proposed research methods and research contents of this paper.The second part, explains the basic concept of the public sector, public sector human resource performance evaluation, assessment and other human resource classification, categorized assessment practice and research developments, proposes support to carry out the theoretical basis of the study of public administration.The third part, on the basis of classification assessment to explore the history and current situation of public sector human resources, take a grassroots People’s Bank of China in Yunnan Province for example, to find our public sector human resource classification assessment problems and analyze the cause of the problem.The fourth part, by reviewing the history of the Western practice of developed countries public sector human resource performance evaluation, summed trends, learn from the experience in classification and summarizes its enlightenment to our public sector human resource classification assessment.The fifth part, according to the problems raised from the innovative concept of assessment, to strengthen the system and laws, and strengthen the work of analysis, a clear job classification and management rules, develop assessment index system, scientific and rational choice of assessment methods and techniques, focusing on communication and feedback of the assessment results, etc, and proposed perfection of public sector human resource classification assessment measures.
