Outsourcing human resources management concept has been very common in foreign countries,human resource management outsourcing is a global scale to the development and spread rapidly,and business process outsourcing become an important part.For the public sector,in order to rapidly changing market for better development,have to face major changes, the need to change the old mode of management,and streamlining and downsizing.Therefore,human resources management outsourcing will become a trend gradually being absorbed by the public sector,stressed that their best at,the core business,while from the outside professional,efficient, low-cost services,thus realizing the public sector and streamlining Thin. To make their own change and development.In this paper,on the basis of previous studies,human resource management outsourcing from the theory,analysis of the human resources management and outsourcing projects,and the public sector to implement a human resources outsourcing as an example,to identify human resources management,Pack the risks and put forward solutions to the risks, concluded the public sector human resource management outsourcing after the problems encountered at the same time also made a corresponding strategy to solve.
