| Population aging is the inevitable result of the social economic development. With the new change of structure of world economy, the steady increase of china economy, the improvement of medical technology and the prolong of life expectancy, the coming of the status of "the elders raise the elders" is not far away. The pension problems caused by the process of population aging have become the important social problems home and abroad. With the change of family structure, the function of traditional family supporting become weak gradually, other pension services such as pension agency and home-base pension care appear. Because of its high social cost and centralized management, pension agency is not the elders’good choice. Home-based pension model was thought as the ideal pension way, but for the constraint of some factors, it faces the challenge of sustainable development. According to the change of the elders structure, the elders with high degree, high income and high consumption become more and more, they emphasize the quality of the elders life, persuing life with dignity, quality, temperament and interest, needing humane care of pension service. Pension service model existed satisfy the needs of common population and neglect the high requests of these particular population, which make the high pension service requests of social management elite become blank. So we appeal the whole society to pay attention to the high pension service needs to promote diversified development of pension.China has become the population aging society in the end of20th century, these years, the old population grows quickly, the process of population aging goes rapidly, the phenomenon of population become more and more gravity. According to the results of sixth population census in2011, the percentage of aging population has increased by2.93, compared to2000. Shanghai is the first city which comes into population aging society and is also the biggest city, of which the population aging process is the highest. The level of these population’s pension service needs is higher, the services supplied by the government paid or free cannot satisfy their needs. So we must change the thought of social management, innovate the methods, rely on the advantage of the modern service industry, integrate the excellent sources to build a new pension commercial service platform using professional, standard and marketing operation management model. To supply a spiritual home with dignity, quality, temperament and interest is not only the society duty, but also our important duty to express our thanksgiving.This thesis analysis the situation of population aging domestic and the supply status of pension service model existed, learn the macro strategic planning and the supporting condition of pension industry, the results of research and practice of social pension, explicit the necessity and feasibility to build new pension commercial service model and the social value and application prospect of this project. To find the advantages and disadvantages by the comparable analysis of the pension service models home and abroad, and to learn the excellent practice of development of pension industry abroad to supply theory evidence for exploring to build new pension commercial service model suitable for china’s national conditions with Chinese characteristics.The passage chooses the population with "three high" as the projects, by investigating to know their future high pension service needs to supply evidence for building new pension commercial service model of "demand oriented". On the basis of results mentioned before, we build the structure the new private nonprofit model. It receives the social management elite by membership management and buy the pension services paid or free by service package from social organization. It realizes the beneficial cycle of welfare and profit. At last, we give several macro suggests from the sight of policy theory to improve new pension commercial service model and reach its expected effects. |
