Study On The Construction Of Service-oriented Grassroots Within Counties

The Communist Party of China has always taken the party’s self-building,especial the organization construction, as the most important work of the whole Party.Grassroots organizations are integral parts of the party, the basis for all work and the combat of it. They are also the fighting force to implement the party’s principles,policies and tasks. And grassroots organizations play so vital a role in the communication of the Communist Party and the Chinese people that how to enhance and improve them is a significant issue the whole party constantly devoted to. While the country is in the midst of profound changes, the needs of the citizen would overwhelm any government and party if they cannot ceaselessly guide people to create a happy life. Proposed by The Eighteenth National Congress of the CPC, constructing service-oriented grassroots organizations is the strategic task of the party and its respond to the challenge. Grassroots organizations within each county are the lowest level of party organization, through which the citizen get to know the principles and policies of the party. Researching about the construction of service-oriented grassroots within counties is of great significance.Current researches relating to the thesis are made by scholars of all sectors,elaborating their opinions of constructing service-oriented grassroots from the perspective of their work in isolation. There is little or no regionalization study of it.Based on the data both from literature search and field investigation, this thesis analyzes the current situation of constructing service-oriented grassroots within counties and explores better ways of it. The thesis consists of four parts:The first part introduces the background within which the CPC made the decision to enhance the construction of service-oriented grassroots and the significance of the thesis, the methods to research and related study at home and abroad. The study at home is mainly about the significances, accomplishments and problems of the construction in several sectors. The study abroad is mainly about how to strengthen the ruling basis construction of the ruling party and the current service management models in several countries. Primary intensions are also elaborated in this part, such as grassroots organization and service-oriented grassroots organization. The second part discussesthe theoretical basis and the practical significance of building service-oriented grassroots organizations. Construction of service-oriented grassroots organizations is the implementation of Historical Materialism and the innovation of the party construction theory of Marxism in the new historical circumstance. The impact of sharp changes of the world situation on our self-confidence of the road and politics, the challenge of the socialist market economic system, the risk of in power for a long time all decide that the CPC should choose this way to consolidate their hold on power. The third part illustrates the accomplishments and problems of the service-oriented grassroots organizations construction within counties at the moment. For one thing, the service awareness has been enhanced, the relationship between the party and citizens has improved and so on. For another, there are still some problems, such as the faultiness of the service and the shortage of the system. The fourth part provides some suggestions in three aspects on how to improve the construction. There is no doubt that the atmosphere of service is as important as the organization of outstanding and accommodating working team. At the same time, Democratic, scientific and guaranteed systems should play a key role in the construction of service-oriented grassroots organizations. Last but not least, extensive attention must be paid to the innovation of the service models and platforms, especial ones with the internet technology.
