Research On Policy Response Mechanism Of Local Government

While the development of the times and research of service-oriented government, the civil scholars have been cornered that made by themselves. In fact, in modern times of political transformation,rapid development of economic and maturity of social and culture, the government has to search the multi-perspective, multi-disciplinary to deconstruct the construction of policy response mechanism. The theory of public service optimization gives us an ideal angle of view, which can help us to begin studying policy response mechanism.The thesis tries to break through the framework of the internal government system, Analyzing and creating the political, economic, legal environment and cultural perceptions of the government policy decision, in order to explore the decision response mechanism to adapt the development of modern service-oriented government in a deeper level and a broader perspective. The main thesis is divided into five parts. First, investigate the background, significance, the research statues and core conception of the service-oriented government; Secondly, combined with characteristics of public service optimization to analyze the theoretical basis of decision response, to study the adaptability and the value orientation of it. Thirdly, the thesis make research of the history and present situation of the decision response mechanism construction, conclude the problems existing in the three links of policy making, policy implementation and policy feedback are obtained; Then explore the reasons of the decision response mechanism; Finally, absorb the foreign experience of the relevant inspiration, detective the effective way of our country’s decision response mechanism construction.In summary, decision response mechanism is the basis of this paper, comparative analysis and induction deduction analysis methods are used in this paper meanwhile, follow the history and the logic unifies. This paper based on the perspective of public service optimization in order to study the theory and the practice of policy response mechanism of local government and contribute to the political development in China.
