Study Of The Urban Nature Of Public Crisis Handling Mechanism Optimization Measures

A city is a multi-functional dynamic system, which carries economic growth, social harmony and people settle down and enjoy. But in recent years, the global climate is changing. Uncertainties are increasing. Natural public crisis occurred frequently. It often gives the mega-cities heavy blow, and challenges our country's urban emergency treatment. The research object of this paper is emergency response mechanism of megacity's natural public crisis. This paper studied how to improve our emergency response mechanism of megacity's natural public crisis with active use of research results at home and abroad, and learned advanced emergency handling mechanism from foreign, with China's national conditions.The first part of this paper is Introduction. I sorted the current research situation at home and abroad. And I briefly explained the contents and methods of this study. The second part is the summary of emergency treatment of city's natural public crisis. In this part, I firstly defined relevant concepts. Then I listed the contents of city's natural public crisis and the characters of emergency treatment. At last, I listed relevant theoretical support. The third part is current situation of emergency response mechanism of city's natural public crisis in our country and abroad. I analyzed emergency treatment in our country of city's natural public crisis. And I list the advanced experience of the emergency treatment of America and Japan, and the enlightenment for us. The fourth part is problem of our emergency treatment of city's natural public crisis. Then I explained the reasons to cause the problems. The last part is the key chapter of this paper. I gave suggestions to improve our emergency response mechanism of city's natural public crisis from six aspects. They are laws, institutional system, emergency information management, emergency safeguard mechanism, participation subjects and psychological intervention.
