Research On The Improvement Of Environmental Group Events

In China,the number of environmental group events has been increasing steadily since the 21 st century.Environmental pollution has become an undeniable fact in China.The alternation and accumulation of many environmental problems have led to the outbreak of environmental group events.China has entered a high incidence stage of environmental group events,and the number of such incidents keeps increasing.At present,governments has achieved some successful experiences in the management of environmental group events,but there are still many problems that need to be improved and explored.In recent years,the speed development of social organizations in our country,the NPOs and NGOs are more close to the incident occurred citizen,has the advantage of access to information,professional knowledge and action efficiency.In addition,the participation of multiple subjects in governance will make decisions more democratic,which is the reflection of fairness and justice,and improving the quality and efficiency of governance.That is to say multiple governance is the trend of the environment types of group events over The Times.The current academic publications for the multiple governance of environment groupevents are still i theoretical.intensive study on this issue,with strong practical significance.It can provides practical support to discuss this topic.Taking Changzhou foreign languages school contamination accident as an example and relies on case study method and literature research method,review the whole process of governance,to analyze the behavior of the local government,NGOs and medias in the dealing process.This paper found that multiple governance is helpful for the dealing process.However,there are still many difficulties in the current multi-governance model.Government governance didn't play the core of governance,citizens,social organizations and the media are facing participation obstacles,eventually lead to diverse management force is weak,the remediation cycle is prolonged,the effect of governance is weaken.After analysis,the responsibilities of multiple subjects are equivocal,the governance capacity of different organizations is uneven,these reasons leading to the low effectiveness.To solve these problems,the effective ways to optimize the management of environmental group events is necessary.First of all,it is necessary to clarify the division of responsibilities of diversified subjects,make standards for the relationship between diversified governance subjects and improve the corresponding accountability system by improving laws and regulations.Secondly,we should propel the establishment and improvement of relevant cooperation and coordination mechanisms,promote the scope and depth of participation of social organizations,and enhance harmonious interaction among diverse subjects through the establishment of a round-table dialogue on public affairs.In addition,we should expand the media's activity space to play its role of supervision and guidance of public opinion.
