The Study On The Performance Optimization Of Private Non Enterprise Units Undertaking Public Service

With the development of China’s economic and the progress of society, do a good job of family planning services is the primary to achieve the national quality of fertility and to enjoy the work of quality reproductive services. Public demand for health services has become increasingly diverse, professional and efficient, but the government’s ability and energy has been unable to meet the expectations of the public for family planning services. At the same time,in recent years,the development and growth of social organizations and the successful undertaking of a variety of public services provide an opportunity to undertake family planning services and to broaden the way to provide a service provider. Among them,the private non enterprise units use their own unique advantages in the process of taking the family planning service,improve the satisfaction of citizens to the family planning service,and promote the optimization of the overall performance of the family planning service. Therefore,the private non enterprise unit to the formation of service competition pattern is of great significance. However, private non enterprise units is facing some problems for undertaking family planning service because our country overall development environment is not sufficient and private non enterprise units in their own capacity building is imperfect at the present stage. How to improve the ability of private non enterprise units to undertake the family planning service and make the performance of family planning service continuously optimized, this paper provides some countermeasures and suggestions on the basis of research the JingMen City of HuBei province of family planning service center.This paper is mainly divided into six parts:the first part introduces the research background,purpose and significance,domestic and foreign research status and research methods. The second part explains the core concepts and theoretical basis. The third part studies the private non enterprise units to undertake public service performance evaluation indicators from the value orientation,the basic principles, variable selection and measurement. The fourth part studies the empirical analysis of performance evaluation,then analyzes and evaluates the private non enterprise units to undertake planning service performance from sixteen secondary dimensions and four primary dimensions. The fifth part induces the problems reflected in the data and analyzes the reasons. Finally, this paper provides the countermeasures and suggestions to improve the private non enterprise units to undertake service from perfecting regulatory system, increasing policy support, perfecting the supervision and management,strengthening the construction of undertaking organization ability, enhancing the credibility of the undertaking organization of five aspects.
