Practitioners ofe-government infrastructure is weak, yet to establish a good sense of service, lackof empathy, did not fully consider the actual needs of the public. The health system and the lackof supporting environment of e-government performance evaluation mechanism, thestaff enthusiasm, failed to give full play to the advantages of e-government. The lack ofinformation sharing mechanism between family planning and other departments, resultingin birth data have a certain degree of distortion, can not provide effective data support forleadership decision-making. At the same time, due to the lack of the core hardware and softwaretechnology, information security is facing a great challenge, the relevant informationsecurity laws and regulations are not perfect, to some extent hindered the planning theconstruction of e-government system.With the proposal of the concept of service type government, e-government as an importantmeans of the construction of the service type government is clear, it is objectively required theconstruction of e-government we must take the public demand as the guidance, to the masses toprovide quality, efficient public services. Electronic government can effectively reduceadministrative costs, improve work efficiency, enhance the planning team’simage, promote family planning system to family planning services, Sunshine Planning changes.Along with the health and family planning system with work, family planning system will shiftthe focus of our work to provide high-quality family planning service and provide efficientplanning data for the decision-making of leaders for the masses.
