The Research Of Present Situation Of Salvation Management And The Resulting Reflection

In the thirteen years of transformation of Measures for Handling Indigent Migrants into Method for Internment and Repatriation, salvation management’s idea of salvation is control, not service. Although the system has been changed, professional personnel was not created and idea has not changed. Faced with vagrants and beggars, relief shelters’ service is still compulsive,top-down, unidirectional. Unable to solve the problem will make vagrants and beggars refuse and resist to accept service. Because they think relief shelters can not help them. The petitioners,runners caught some loopholes in the system and repeat use of resources to achieve their goals.This leads to limited resources can not serve the real needs of the population.Therefore, this article use the expertise and perspectives of social work, combine with interviews with salvation management workers in Lanzhou relief shelters, starting from salvation management workers’ daily work, focus of research from clients to executor. On the basis of present situation of salvation management, this article explore salvation management faced with new problems and challenges, thinking over urban vagrants and beggars management specialization, propose targeted recommendations. Hope for this research is innovative and complementary.
