The most important of governance is appointing personnel. It is necessary to solve the problem of selecting and appointing personnel for constructing high-quality leading cadres group. The way of selecting exactly and making good use of the prerequisite and basis of selecting cadres can examine cadres correctly and effectively. General Secretary Hu Jintao stressed the need to establish and improve a scientific and rational system, standards and methods to form a scientific evaluation system. Then it can examine the leading cadres performance completely and accurately. So it can provide a scientific proof for correctly identifying and using leading cadres. Whether the scientific development value can be effectively implemented, to a large extent it depends on the establishment of scientific value of government performance and perfection of government examination system .With the scientific evaluation system for examining performance of leading cadres, it is not only necessary to implement the spirit of seeking truth and being pragmatic, but also a must of building a diligent and anti-corruption leading cadre group. Therefore making a scientific government performance examination system of leading cadres, is a important work of establishing the scientific government performance value and implementing scientific personnel value made by central government.This paper is divided into three parts:in the first part, first, it introduced the concept of performance and performance examination. Then, it proposed establishing a correct view of performance value and power value. In view of our party which has put forward the scientific development value, we have to take the scientific development value as a guide, and have a correct view of political performance value and also improve the performance examination system. In that way we will scientifically examine the leading cadres'performance.The second part analyze the status quo of performance examination system: First, since the founding of the PRC, we have established a more scientific, objective, effective and systematic performance examination .therefore we have selected a large number of high-quality leading cadres whose political consciousness are reliable, work is capable, life style is firm, serving people has trust in them. Second, the current performance examination system still has problems and deficiencies which are mainly in the following areas: 1, it has the ideas of attending on punishment and form and look down upon construction and effect. 2, government performance examination system are not comprehensive,systematic and legal in high degree. 3. The Operability practicality of the performance examination is not strong. All these have affected the performance examination system to play a role.The third part is the suggestions against the current problems of government performance examination system: First, it is necessary to establish a correct value of government performance examination. Second, is has to further improve the performance examination system, strengthen the legal system of it. Third it should strengthen the operability and practicality of performance examination. In that way we can establish a scientific system of performance examination.
