Research On Grid Management Of Urban Community

Since the reform and opening up,economic, social, cultural and other fields of our country has made achievements that attracted worldwide attention. Along with rapid economic development, urbanization accelerat gradually,there are more and more people have flocked to the city. Community as a basic unit of city, people’s social activities always around the community like live, study, work and so on. The question then arises is a lot of social conflicts and social problems gathered in the community, social problems has became community-based increase evidently. Traditional urban community management model have already could not solve the current dilemma effectively.After in-depth study and reflection on the traditional urban community management model, many cities in our country have began to explore and try to change the mode of urban community management services actively. As the outstanding achievements and major initiatives of social management innovation—urban community grid management model came into being. Lanzhou City in 2013 launched the urban community grid management, through continuous improvement of development, although achieved some success,but there are still many problems. Paper chooses to study along the Yellow River community,through individual cases trying to find some common problems and propose solutions.On the basis of elucidating thesis, firstly, it is the definition and interpretation of the core concepts of urban community grid management, then in-depth digging the theoretical basis of urban community grid management conducted from two aspects what is the fine management and seamless government theory. Then taking Lanzhou City Yellow River Street Community as an example, through the investigation in the field, while affirming the achievements of Yellow River communities in the community grid management at the same time, we found the problems what is staffing shortage, poor integration of resources, mass participation is not enough.Through analysis to identify grid management recognize imbalances, transformation of government functions is not in place, grid management standard is not clear is the cause of these problems lies. Finally, Dongcheng District, Beijing, Shanghai Changning District and Zhejiang Zhoushan City Community Grid management model typical case, this article on how to strengthen the community grid management to strengthen the work of transformation of government functions, improve community service capabilities and strengthen grid management through a combination of analysis institution building, strengthening the autonomy of thecommunity, strengthening community grid construction staff five suggestions.
