The Research On The Construction Of The Collaboration Mode Between Government And Social Organizations On Aged-care Service In Jining Municipality

With the situation of the aging population becoming increasingly serious, the implicit pension problems and new challenges brought by the huge elderly population on social security and social management and other aspects are becoming increasingly prominent.As a kind of special public product, the aged-care service is related to the vital interests of each person and it should arouse the extensive concerns of the whole society. How to reasonably solve the pension and other social problems brought by the aging population to achieve “a sense of security” is an urgent practical problem for the third-tier city-Jining municipality.Taking the aged-care service of Jining municipality as the research object, the author in this paper analyzes the present situation of the aged-care service and is in accordance with the logic form as “Finding problems-Analyzing problems-Solving problems”. Firstly, the author introduces the current situation of the aging population and the pension mode. At present, the vast majority of older people is still given priority to family pension mode. Institutional pension mode, mutual aid pension mode and community-based elderly care mode can ease the pressure on the family pension mode to some extent. Secondly, the author analyzes the plight and the causes of the current pension mode. The specific plight is as follows: the function of the family pension mode is gradually weakened; Institutional pension mode development is out-of-balance;Mutual aid pension mode runs weakly; Community-based elderly care mode is lack of potential of continuous development. There are three primary reasons for the plight:Government function is not clear; Endowment resource allocation is out-of-balance;Main suppliers of the aged-care service are lack of coordination. Thirdly, the author analyzes and compares the advanced experience of domestic and foreign pension modes,providing a useful reference for the establishment of pension mode in Jining municipality.Lastly, the author tries to build a new kind of pension mode adapt to the aging population of Jining municipality and in harmony with the economic and social development, which is the Collaboration Mode Between Government and Social Organizations on Aged-care Service. This mode is the elderly endowment service needs-oriented, and takes government financial investment and social financing as the source of funds and the pension services association as a link. In the mode characterized by authorization from the government to the social organizations, social organizations conduct service projects.This mode is based on political power concentration and realizes the sharing of the social management right, promoting the rational allocation of rights. It means setting up a kind of public service administration on the basis of a dialogue and public pension benefits to the public consultation on the basis of the public consultation dialogue and public pension benefits.The author systematically analyzes the present situation of aging population and the current pension mode in Jining municipality and summarizes up that current pension mode has already could not meet the elderly pension services demands. The author tries to build a new kind of pension mode to solve the problems of providing service for the aged and to relieve the pressure of the aging population. The mode can enrich and deepen the study of regional endowment and provide a reference for other cities which have entered the aging society or are about to enter the aging society.
