Education is the progress of human society ties to civilization heritage is fundamental, a country, a nation can be sustained and healthy development, whether cultural continuity and prosperity all depend on education. Needless to say the importance of education, precisely because it is important for each country to pay particular attention to education, to finding their own development.Since the last century, the right to education in the Constitution,the right to education and the legal protection of citizens is becoming one of the focuses compelling. In recent years, education unprecedented development, but limited educational resources and incomplete law,citizens of the right to education by the challenge, inequalities civic education, and other countries subject to the Citizen infringement of the right to education and so forth, so that the spectrum of human rights, as the positive social rights to education, became a negative freedom.Therefore, to achieve the degree of concern citizens the right to education,and the level of legal guarantees citizens the practical implementation of the right to education, not only related to the healthy development of education, but also reflect an important part of social fairness and justice.Our country is a multi-ethnic country, it may be due to historical, economic, cultural, geographical and other aspects of the overall Tibet Tibetan citizens’ education levels are still lagging behind.Based on this situation, education in Tibet received more attention, and in recent years has been between the joy of development, when we see these two advances at the same time, we also have to see that the Tibetans in Tibet by educational status are still many problems, lack of basis,administrative deviation educational measures, ignorance on familyvalues, education and other conditions of the constraints on weak legal consciousness, imperfect legislation and judicial. In Tibet Tibetan citizens’ rights and interests safeguard, in relation to its own development,the progress of the relationship between the state and society, also related to the construction of a harmonious society goal realization. To strengthen the law of Tibetan areas Tibetan citizens the right to education research can provide reference for the legal protection of the right, to realize the prosperity and development of national culture. This study is to investigate the content of the legal protection in Tibet Tibetan citizens the right to receive education, reveals the importance of security in Tibet Tibetan citizens the right to education, at the same time draw yi and lijiang naxi citizens’ right to education of legal protection experience,from the legal consciousness, the legislative, judicial and law enforcement, perfecting in Tibet Tibetan citizens the right to education of law guarantee system, in order to better protect the rights of Chinese citizens to receive education tibetans in Tibet area.Therefore, the study makes sense Tibet Tibetan citizens the right to education, can arouse the attention of the authorities, the theoretical study of Tibet Tibetan legal protection of the right to education to do a little supplement, and thus play a reference role, but also can promote the Tibetans in Tibet by improve the education system of security of tenure. So that the relevant departments to develop measures more in line with where the particularity of Tibet, Tibetans in Tibet and better protect citizens’ right to education.In this paper, the method of interpretation of the law, access to China’s "Constitution", "Education Law" and "Compulsory Education Law", "Tibet Autonomous Region, local laws and regulations" for the provisions on the right to education. Moreover, in this chapter I will focus from the legal point of view to discuss educational equity, which is derived from the paper basis, I agree with the macroscopic difference equal treatment under the system, which is closer to the essence of equality, more in line with the value of the pursuit of law.The theoretical basis for the protection of the right to education in Tibet Tibetan citizens.The third chapter, Tibet Tibetan citizens the right to education Situation and Cause. Full description of its current situation, analyze the causes, propose safeguards to later lay the foundation.The fourth chapter, Tibet Tibetan citizens Legal protection for existing problems. This chapter is mainly based on the special circumstances in Tibet, we propose legal measures to protect Tibet Tibetan citizens the right to education, with emphasis on legal awareness.
