But how to ensure the precision of funding subjects makes policy goal is worthy of our further study. Although the State Council promulgated the < on the establishment of common colleges and universities, higher vocational schools and secondary vocational school family economic difficulties the student financial aid policy system views >, exempting students tuition and distinguish the destitute areas and non contiguous poor areas, mainly according to the student’s Domicile differentiated funded, certain degree can guarantee the rights and interests of the students in poor areas. But this policy can not accurately classified who should be funded. Thus, evaluation of the policy in the specific implementation process of non impoverished areas, funding is particularly important. But in the implementation of financial aid policy, there is a, such as funding policy to implement the funding criteria is not clear, identified the presence of fairness untrue phenomena affect the funding of materials. Therefore, understanding the status quo of vocational school students funding is of great significance for perfecting support policy system and to ensure the accuracy of student aid.On the basis of the existing research found that a vocational school funding policy research focus in the field of higher vocational education, and according to the existing research data, the proportion of secondary vocational school students from economically disadvantaged families is higher. Therefore, In this study I choose the students in secondary vocational schools as the object to implement fair present situation and analysis of its influencing factors. Firstly, this paper defines some core concepts such as the secondary vocational schools, funding policy, funding fairness and destitute areas etc. Then equity evaluation dimensions according to the fairness theory and the existing related research division, and design suitable for secondary vocational schools funded public Flat questionnaire and interview outline. In the choice of sample, in this study, four secondary vocational schools in Chongqing, Sichuan were selected for the issuance of questionnaires and interviews.
