The online training has been an important method to learn, as the rapid development and widely use of network & Internet. As the natural carrier of information, network should responses to the needs of times through it s advantage in the training.The online training has become an important and widely used method to train public servants in the Western government. In 2010, the General Office of the CPC Central Committee issued 《The education and training reform program of cadres between 2010 and 2020 》, to further promote the scientific, institutionalized and standardized of the education and training of cadres, and enhance the pertinence and effectiveness of the training of cadres, and achieve the strategic requirements to train massive cadres and improve the qualities of massive cadres. 《The education and training reform program of cadres between 2010 and 2020》claims “Accelerate the construction of the online platforms for education and training of cadres. Adapt to the new situation of the rapid development of modern information technology, strengthen the infrastructure of online training, and standardize the management of online training, to meet the diverse needs of the learning of cadres better. Integrate the existing resources of online training, establish open, compatible, shared, nationwide platform of education and training of cadres, and basically complete the full-featured, resource sharing, normative and high-efficiency online training system for cadres in 2012.” This is the theme of the reform of education and training under the new situation, and it is also the objective requirement to reply the development and change of the ways of the world, the condition of country and CPC.China is in the critical stage of reform and development, the society is facing big transformation, the economy is in new normal. To deepen the reform continuous and improve the laws is the trend of the times, the requirements of development and the expectations of people. In order to adapt to the new situation, the native administrations for Industry and Commerce should strengthen the consciousness of reform and take on, and further enhance the sense of responsibility and urgency. Meanwhile, the native administrations for Industry and Commerce are also facing the new situation and new tasks of the reform of commercial system, the adjustment of functional system. The task of industrial and commercial market regulation becomes more and more onerous in the new situation of deepening reform, adjusting the system. It’s urgent to build high-quality cadres and strengthen education and training is particularly important for the native administrations for Industry and Commerce. Lead online training into the education and training of the native administrations for Industry and Commerce more and widened is not only the requirement of the education and training of the native administrations for Industry and Commerce to meet the needs of the development of the modern information society, but also the needs of the reform and innovation of the education and training of the native administrations for Industry and Commerce. Under the principle of theory with practice, this paper uses the methods of empirical analysis and comparative analysis to study the mechanism of strengthen the online training for the native administrations for Industry and Commerce. First, on the basis of extensive investigation, this paper analyses the new situation and new tasks of the reform of commercial system, the adjustment of functional system for the native administrations for Industry and Commerce. Secondly, using the method of literature review, this paper analyses the characteristics, main advantages and disadvantages of online training, and the experiences of online training are carried by the other Western and Native governments. Thirdly, through the investigation and empirical analysis, this paper studies the current situation and problems of the online training carried by the State Administration for Industry And Commerce deeply. Finally, this paper offers proposals for the State Administration for Industry and Commerce to strengthen the online training. This research may have some innovation and practical significance to solve the problems of the online training for governments.
