As a kind of education coordinating the relationships between individual and government and between individual and society, citizenship education aims to realize individual’s political socialization, legal socialization and moral socialization, i.e. train them how to be qualified citizens, which are both the fundamental project of constructing modern democracy and legal society and necessary means to realize “human modernization” and basic strategies to realize socialism political civilization and China Dream. As the exercising representative of civil rights, government plays an irreplaceable dominating role in citizenship education and it’s the advocate, impellor and practitioner of citizenship education. Xinjiang locates in the northwest border of China and a multi-national, multi-religion and multi-cultural social environment has been formed through the ages. Xinjiang faces severe social situation after “7.5 Incident”, so it’s an important topic in urgent need of study to popularize citizenship education in Xinjiang,cultivate qualified citizens with modern awareness and realize social stability and lasting stability of Xinjiang by taking advantage of powerful leadership of the government.Taking citizenship education in Xinjiang as research objective, starting from the perspective of government actions and according to citizenship, CCP’s border governance,public products and other theories, the study analyzed government actions in citizenship education of Xinjiang with classical cases, sought for problems and put forward optimization suggestions by organizing documentation and conducting field research and centering on status quo of government actions in current citizenship education in order to provide references for relevant departments to enrich the Marxism theory of “comprehensive development of human”.The study organized the development status of government actions in citizenship education of Xinjiang from the policies and regulations, organizing ways, spreading means,funds guarantee, assessment and supervision and other aspects of citizenship education; it took “school moral education and local course construction”, “’Love great motherland and construct beautiful home’ theme education activities”, “’The last kilometer’ WeChat Platform” and so on as the classical cases; it analyzed the motives of government actions in citizenship education of Xinjiang from realizing social stability and lasting stability of Xinjiang and realizing modernization of national governance and found problems in the government side, including lack of clear policy orientation, improper role of coordination,imperfect assessment and supervision system, etc; finally, it absorbed and learnt from domestic and overseas advanced experience, based on actual situation of Xinjiang and realistic requirements on lasting stability, explored government-oriented realizing method of citizenship education in Xinjiang and put forward relevant countermeasures and suggestions,including identifying government orientation, highlighting key supervision, enhancing organization coordination, strengthening propaganda and guide and perfecting legality guarantee.
