The 17 th National Congress of the Communist Party of China put forward to build a socialist harmonious society, and focus on ensuring and improving people’s livelihood.The party’s eighth session of the Third Plenary Session of the Central Committee stressed once again to tightly around for a better security and improving people’s livelihood, and speed up the formation of a scientific, reasonable and efficient social management system, to ensure that social development is full of vitality, harmonious and orderly in 2014.The reform and perfection of the social welfare institutions can fully reflect the concern of the party and the state on the people’s livelihood.In recent years, the Xinjiang social stability and long-term peace and good government has become the Party Central Committee and the State Council from the global and strategic height to make major decisions and deployments and Xinjiang’s economic and social sustainable development request inevitably.Social management is a matter of national unity and social stability in Xinjiang, and its importance and urgency have become increasingly prominent.Social welfare institution is an important part of the social and public utilities and implementation of vector and strengthen the management improvement and innovation of social welfare institutions is effective guarantee to realize the social stability and long-term stability of Xinjiang, is to promote efficient development of Xinjiang economy and building a harmonious society, to maintain stable overall situation of inevitable requirement.Shihezi City,as a corps of economic and social development of the "miniatu re" and "window", has obtained the title of a civilized city in 2015 which is Xinjiang’s third obtained the title of the city.Shihezi playing a role as an important bastion in the social stability of Xinjiang, which relates to the population size, population structure and other factors of public social management, exerted a substantial influence upon the Xinjiang social stability and healthy development of the economy.At present, Shihezi population showing a rapid aging speed, high degree, characteristics of elderly population fast growth, large scale, long service life, stage of aggregation, the elderly did not good living conditions, lack of necessary medical care, spiritual life satisfaction is not high, of Shi He Zi city health and pension system, social security and economic development caused by varying degrees of impact.Shihezi social welfare center is self-supporting in Shihezi City Civil Affairs Bureau subordinate institution, is a public social welfare services for the aged, undertaking the social service functions of the service for the aged, social relief, charity, funeral and the registration of marriage.Therefore, in-depth analysis of the problems existing in the management of Shihezi social welfare center, scientific evaluation of the performance management to promote Shihezi and the Corps of social welfare development and reform has important significance.This paper through field research has in-depth understanding of the basic situation of Shihezi social welfare center, organization management system, performance assessment methods.and in the light of the specific circumstances of Shihezi social welfare center and on Balanced Score Card theory setting Shihezi social welfare center of the performance appraisal system.First, author through questionnaires, interviews and other means has analyzed Shihezi social welfare center’s present situation,and summarizes the main problems existed in current performance management of Shihezi social welfare center.Secondly,in view of the above problems, the author has analyzed the problems from the visual angle of city and welfare center organization.Then, the author based the Balanced Scorecard theory, using analytic hierarchy process constructed the Shihezi social welfare center performance management system, and has carried on the applicability analysis.Finally, to ensure the execution of the performance management, the author has setted the corresponding implementation objectives, key points and corresponding strategies.
