Major administrative decision- making is very important in a sound decision- making mechanism because of its overall, fundamental and long-term effects. The Fourth Plenary Session of the 18 thPlenum put forward to establish the major administrative decision- making lifelong responsibility system for the first time, which made up the shortage that if the major administrative decision- making policy makers transfer, promotion, dismissal, resignation or retirement, we ca nnot be effective blame for their defects. The lifelong responsibility system is a major bright spot to promote the administrative decision- making scientific and legislation and improve the decision- making mechanism.Major administrative decision- making lifelong responsibility system is a rule constraint for major administrative. The concept refers to the main body of accountability, which requires the main body of decision makers should be responsible for the negative consequences caused by making decision, decided by the fulfillment of responsibility and obligation. The key characteristic is lifelong liability system; the core is held accountable; and requirements are based on facts and take law as the criterion, in order to promote the scientific of major policy decisions as the basic goal. To construct major administrative decision- making lifelong responsibility system should be on the human nature assumption theory, the people's sovereignty theory and the responsible government theory. Perfect major administrative decision- making lifelong responsibility system have the significance of prevent abuse of power, promote construction of responsible government, force scientific of major administrative decision- making and realize modernization of government management.At present, the current rules of major administrative decision- making lifelong responsibility system mainly divided into the central level and local level. Through the combing and analysis, there are five problems of the major administrative decision- making lifelong liability system exists. The five problems are the simplification of responsibility subject, unclear the accountability object, the irregular procedure of accountability, lifelong liability and limitation cohesion difficult and unclear responsibility form. The reason is that the administrative accountability culture lag, the shortage of the current system of leadership and management, the lack of accountability for factual basis and the lack of related laws and institutions.Therefore, perfect major administrative decision- making lifelong responsibility system should start from three aspects:the first is to cultivate lifelong liability concept of the major administrative decision- making, change the thought of "standard", set up correct concept of power and responsibility, encourage the democratic participation, improve the responsibility consciousness, reconstructing the major administrative decision- making lifelong liability system of administrative accountability culture; Second is to perfect that the major administrative decision- making lifelong liability system should follow the principle of with responsibility, responsibility, legal principles, the basic principle of appropriateness principle and the principle of fairness; The third is to improve the concrete system of the lifelong system of the major administrative decision- making, realize the diversity of responsibility, clarity of lifelong accountability object, standardize the lifelong accountability program, lifelong liability and limitation, explicit responsibility forms on the solution of the problem.
