Agricultural economy is an important part of the national economy and an important prerequisite for promoting the steady development of rural areas.Recently,the agricultural economy pays attention to the development of characteristic agriculture,which can not only deeply tap local characteristic resources,promote agricultural products to have more competitive advantages,but also improve farmers’ economic income,which is of great significance to consolidate the foundation of the new rural economy.When vigorously promoting the industrialization of characteristic agriculture,we should be good at excavating and making rational use of regional resource advantages,build local characteristic agricultural industry in a planned and hierarchical way,create considerable agricultural production benefits,constantly expand the scale of characteristic agriculture,and strive to build a well-known brand.Improve farmers’ economic income,stimulate farmers’ production enthusiasm and initiative,and promote the sustainable and high-quality development of rural economy.At this stage,the overall level of industrialization of characteristic agriculture in China is low.Government departments should actively perform their functions,especially grass-roots governments should enhance their sense of responsibility and actively perform important functions in providing public services and management for local people.This paper focuses on the bayberry industry in Wencheng County,which is the first of the five characteristic industries,makes a comprehensive and objective analysis on the current situation of the development of the bayberry industry in Wencheng County,the supply of government public services and the management problems of the government,summarizes the main problems faced by the government’s management and public services in promoting the development of the bayberry industry,and based on practice,strengthens investigation and analysis,Through detailed analysis,effectively plan and build a management model for the good development of characteristic agriculture,optimize government public services,strengthen and improve government management,avoid doing more and less in government work,make targeted use of the functions of government management,give effective play to the role of the government,seek development for characteristic agriculture,and continuously improve government efficiency,Adjust and innovate management methods according to specific conditions.Learn from the mature paradigm and accumulated successful experience in developing characteristic agriculture in other countries,comprehensively and deeply explore a set of rigorous,mature and feasible characteristic agricultural development model,deeply and comprehensively tap the development potential of local characteristic agriculture,and explore a characteristic agricultural development road suitable for Wencheng County with broad prospects,And put forward effective strategies and methods.The conclusion of this paper can not only provide useful guidance for Wencheng County to vigorously develop characteristic agriculture,but also promote the government to provide public characteristic agriculture,the characteristics of Bayberry industry and its development history.At the same time,from the perspective of government management,this paper discusses the relationship between government functions and characteristic agriculture.The third part is the development of Bayberry industry in Wencheng County.Focus on Wencheng County,focusing on the local bayberry industry development conditions,industrial development status,government public services in the process of Bayberry industrialization,etc.The fourth part analyzes the problems and reasons in the development of Bayberry industry in Wencheng County.This paper mainly discusses the problems exposed by the government in providing public services,and discusses the root causes of the problems from many aspects based on practice.The fifth part,according to the problems and reasons existing in the development of Bayberry industry in Wencheng County,and referring to the theoretical practice and Enlightenment of characteristic agricultural development and management in some areas,puts forward countermeasures and suggestions to promote the development of Bayberry industry in Wencheng County,such as
