At present, with the continuous improvement of material living standards, the reform of the political and economic system, the increasingly diverse, complex and sophisticated, the traditional public service model has been difficult to meet the requirements of the quality and level of service.This paper is based on the current social security services, on the foundation of new public management and relevant theory,fully draw on domestic and international practical experience, through to the social security services in Zhabei district related empirical research and analysis,explore the supply of social security services, how to fully play a decisive role in the allocation of resources, the combination of market, government, social three parties, the proposed government to buy social security services concept, policies and programmes. For our government to improve the social security service supply mode, improve the administrative efficiency and service level, reduce administrative costs, has a certain reference value, but also for the comprehensive deepening reform of government functions, the transformation of government functions, building a service-oriented government, promote social innovation, and promote the equalization of basic public services, accelerate the formation of a scientific and effective social governance system, the exploration and attempt.This chapter is composed of six parts. The third chapter is mainly about the operation of the social security service in Zhabei District. It also makes a detailed analysis of the main mode of the social security service. The fourth chapter mainly analyzes the effect of the government purchase of social security services, combined with the problems in practical application. The fifth chapter is the government purchase of social security services to improve the specific recommendations, the government should continue to establish and improve the social security service purchase mechanism, and to make the government to buy protection services, to strengthen the supervision and management of social security services.
