The administration approval system reform has experienced several rounds of innovation since 1999, when approval system reform pilots in Shenzhen. Since 2004, the administration approval has been put on the legal and standardized way for the Law of Administrative Licensing introduced. It should be said that single administrative approval items are the fastest, most convenient procedure. However, when combining a number of related matters together to accomplish a single project approval is such a phenomenon that people and Companies still complain that the approvals work is difficult, slow, approval procedures and more complicated examination and approval, in addition to the government’s abuse of power frequently in the approval process. The problem especially in the field of capital construction project approval is more prominent. The basic construction of the project started to be built in front of a long period of time, even more than the construction period and thus constrain the development of enterprises, affecting the socio-economic growth. It’s still facing unprecedented bottleneck in spite of the continuous deepening levels of government throughout the administrative approval system reform and efforts to improve the approval process. Therefore, the study of basic construction project approval process effectively solve approval "difficult, slow, and more complicated " issue, which has become a major topic of reality.From around the existing infrastructure project approval mode, the majority of the city from the traditional "series" mode to the " parallel " mode. Overall, it can’t fundamentally solve the basic problem of the construction project approval because there is still deep enough reforms, institutional constraints by large and small scope of application problems.The basic construction of the project approval process as the research subject in this paper, through questionnaires, discussions, interviews, access to relevant information, such as method of objectively pointed out the existence of infrastructure projects currently lag revised laws and regulations, departmental serious ideological interests, the approval authority is not in place, the use of implementation of regulatory approvals, the lack of effective supervision of intermediaries, approval personnel business is fine, the problem occurs when the abuse of power, and analyzes the main causes. Finally, from a customer( approval of the object) demand-oriented philosophy recycling, improve and perfect the legal system for approval, the relevant departments for approval authority clear responsibilities, a positive innovation Approval Mode, recycling technology approval process, strengthen supervision and management agency, recycling approval system seven measures proposed measures.Text of this paper is divided into four parts: The first part is mainly related to the theory of administrative examination and approval system reform elaborated; second part introduces the basic domestic construction project approval process and the typical practices, and its characteristics were analyzed; first three parts, through the approval of infrastructure projects Yuyao status quo discussions, interviews, surveys, pointed out major problems in approving infrastructure projects that exist in, and the causes were analyzed; section IV, proposed to solve the basic construction project approval problems countermeasures.
