The "Core" of the civil servant system is the civil servant assessment system,it's an important way to evaluate and encourage civil servants,also,it's an important means to improve the overall quality and administrative efficiency.The report of the nineteen national congress of the communist party of China stated that “we should stick to combining strict management with great kindness,giving equal attention to incentives and constraints,and improve the mechanism for evaluating officials”.In recent years,many places have explored new mechanisms and paths for civil servant assessment.,the overall management level of the civil servants has been greatly improved,the mental outlook and enterprising consciousness of civil servants has been constantly improved and enhanced.With the promulgation of the new?Civil Servants Act ?,there are many perplexities and misunderstandings in the process of system design and practice,there is still a lot of room for improvement in the content setting,methods and procedures of the examination and the application of results.The main body of civil servants in our country is at the grass-roots level,civil servants at the grass-roots level are the foundation and backbone of the construction of civil servants,the shortcomings existing in grassroots civil servants have certain representation and universality,the author combines the actual management of civil servants in Hongze District of Huai'an City,focus on the analysis of the current assessment work in the outstanding shortcomings,at the same time,through drawing lessons from domestic and foreign civil servants assessment work experience.On the basis of conforming to the current working reality,this paper puts forward some reasonable opinions and suggestions on the assessment of civil servants in Hongze District of Huai'an City.The order of chapters in this paper is:the first Chapter is the introduction,describe the background and significance of this paper,presents simply the research method,and some good experiences and practices are obtained by sorting out domestic and foreign civil servants assessment work experience;The second part is to clarify the basic meaning of the civil servant assessment system,sorts out the main procedures and contents of the current civil servant assessment system;The third part is about the current mechanism and shortcomings of the civil servant assessment work in Hongze District,Huai'an City,through visiting some grass-roots work departments and designing thematic questionnaires,the author analyzed many shortcomings comprehensively include unreasonable inspection indicator system,less stringentstandard,the alienation of evaluation methods and process and the assessment results not properly applied.The fourth part is the countermeasures and suggestions for improving the assessment mechanism of civil servants in Hongze District of Huai'an,makes a targeted study from five aspects perfecting the evaluation system,defining the content,enriching the forms,strengthening the application of the results,and seriously disciplining the evaluation,provides scientific and practical countermeasures and suggestions for the further improvement of the of civil servant assessment in Hongze District of Huai'an.
