Its main method is decentralizing and regulating the administrative examination and approval items and decentralizing the authority of examination and approval. As the reform proceeding, the number of examination and approval items in our country is deceasing, and procedures of administrative examination and approval modes emerges, government affair hall and online administrative examination and approval are the typical ones. Thee emerging modes promote administrative efficiency and cut the cost for market entities, which is worth affirming. When the worth is affirmed, in order to perfect our administrative examination and approval system and ensure the reform goes sustain, legalized reform be realized. However, it still faces predicaments, the reform encounters miscellaneous problems. In the process of reform, the complexity of each departments’ interest disputes have been revealed,deficiencies of supervision and restriction mechanism have been witnessed as well.Meanwhile, imperfection of the laws and regulations is also restricting the legalized reform of the administrative examination and approval system in our nation,intermediaries in society are corroding the fruit of reform either. It is to introduce the concept and characteristics of administrative examination and approval, and to find out characteristics and significance if the reform through reviewing the process of reform of administrative examination and approval system.Part two is the predicaments in legalized reform of the administrative examination and approval system. From four respects, it analyzes the administrative examination and approval and reform of administrative examination and approval system, and find out faced problems in legalized reform of the administrative examination and approval system.Part three is the foundation of legalized reform of the administrative examination and approval system in China. It discusses feasibility and conditions of legalized reform from four aspects: development of market economy, construction of legal state,the publishing of Administrative License Law, popularization of civil rights consciousness.Part four is specifics of the legalized reform of administrative examination and approval system. It starts with different mechanisms of administrative examination and approval, including management mechanism, decision-making mechanism,restrict mechanism, operational mechanism, supervision and restriction mechanism.And expounds how to realize the legalized reform of administrative examination and approval system respectively.
