Research On The Reform Of "Run Once At Most" Administrative Examination And Approval System In Zhejiang Province

The reform of administrative examination and approval system is an important part of developing socialist market economy in Zhejiang province.In order to meet the requirements of the development of market economy and solve the inadaptability of the administrative examination and approval system to the economy and society,Zhejiang Province has carried out four rounds of reform of the administrative examination and approval system from 1999 to 2013.It has achieved tangible results in reducing the items of administrative examination and approval,improving the procedure of administrative examination and approval,and standardizing the power of administrative examination and approval.There are also some problems,such as asymmetric information control,imperfect information sharing,incomplete process reform,and inadequate publicity and popularization.At the end of 2016,Zhejiang Province proposed to carry out the reform of "run once at most".It stressed that we should deepen the reform and further implement the "Internet + government services",so that the government can decentralization and optimize services.Based on the theory of government failure,market failure and government process reengineering,this paper explores the reform of "run once at most" in Zhejiang Province through literature analysis and questionnaire survey.The basic idea can be summed up as establishing the research object of the reform of "running at most once",analyzing the present situation,preliminary results and difficulties of the reform of "running at most once",and finally putting forward concrete measures and suggestions to solve the Reform Dilemma of "running at most once".This paper is divided into six parts.The first part is the introduction,the status quo,significance,ideas,methods and characteristic innovations of the research;The second part is to introduce the relevant concepts and theoretical basis;The third part is the analysis of the reform of administrative examination and approval system,analysis of background,course,characteristics,problems and reasons.The fourth part is the analysis of the current situation of the reform of "run once at most" in Zhejiang Province.It analyzes the proposition,essence,significance,preliminary results and dilemma of the reform;The fifth part is the countermeasures to solve the dilemma of the reform;The sixth part is the conclusions and prospects of the research.
