As an effective organizational incentive means, job promotion is an important measure to strengthen the team building of civil servants in China and a key factor for the improvement of overall efficiency of public administration and services of the government. In recent years, China has successively promulgated a series of policies and regulations with respect to job promotion of civil servants, attaining remarkable achievements in the building of the promotion mechanism of civil servants with still some relatively prominent issues. Systemic theoretical study is still lacking especially in the job promotion issues of civil servants of section chief which feature the most structural types, the largest scale and the most complex situations. Therefore, it is of extraordinary importance to the full stimulation of the initiatives of civil servants, the promotion of the team building of civil servants and the improvement of overall administrative efficiency of the government to, on the basis of actual work, strengthen the study of the job promotion issues of civil servants of section chief and build a job promotion mechanism that is more just and fair,scientific and rational, as well as practical and standard.By taking the job promotion mechanism of civil servants of section chief in Haizhu District of Guangzhou City as an example and combing the author’s practical experience in the job promotion of civil servants in a civil servants administrative department in Haizhu District, the paper gives an in-depth analysis to the actual conditions of the selection and promotion work of civil servants of section chief in Haizhu District, finds out the main existing problems and causes and brings forward specific countermeasures and suggestions so as to provide feasible reference ideas for the building of a more scientific job promotion mechanism.This paper falls into six parts. The first part gives a brief introduction to the topic background, practical significance and the present research status at home and abroad and brings forward research methods and ideas. The second part elaborates relevant concepts and core elements of civil servants, civil servants of section chief and job promotion, and illustrates pertinent fundamental theories covered in the research. The third part, by focusing on the example of the job promotion mechanism of civil servants of section chief in Haizhu District of Guangzhou City, gives a detailed introduction to the current status and performance of the job promotion of civil servants of section chief in this district. The fourth part gives a comprehensive analysis to the existing problems and causes according to the present status of the job promotion work of civil servants of section chief in Haizhu District of Guangzhou City. The fifth part, by combing relevant theories and practice in the job promotion of civil servants, brings forwardcountermeasures and suggestions from five aspects for the improvement of the job promotion work of civil servants of section chief in Haizhu District of Guangzhou City. The sixth part gives the conclusion and prospect.
