With the development of system reform, the unpublicized, unfair and wrongmalady in the promotion of Section-chief-rank Civil Servant is gradually showing.The public is discontented with some official lings’ speedy promotion. The study onthe Mechanism for the promotion of civil servants is the area which political,economic, social, management and other disciplines pay close attention to. TheSection-chief-rank Civil Servants take large number, have very wide classes, rank low,and have many structured types. The strategy they take for promotion and results theycompete will negate or strengthen the choice they make for promotion. This madehuge impact on the whole bureaucracy system, and then it may affect the run ofeconomy and society. Because the public servant system was carried out in China foronly a short time, and the laws were not fully followed in the process of promotion ofcivil servant, it requires reform necessarily and realistically.This thesis is carding to Section-chief-rank Civil Servant combed the promotionof existing institutional arrangements, analyzing the impact of policy selectedinstitutional factors and non-institutional factors for Section-chief-rank Civil Servantand the intrinsic link between them, according to public servant law and theregulation of selecting to appoint of the public servant of party and governmentleading posts which our country has promulgated and put into effect and other lawsand regulations. This thesis builds relatively complex framework about game modeland impact factor model for section-level promotion strategies of Section-chief-rankCivil Servant, by synthetically using economic, sociology, political science,management science related theories, on the basis of "political theater", promotion thegame and the Peter Principle traps. Through using the media reported news eventsand cases interviewed by author, It is found by analysis Section-chief-rank CivilServant combed the promotion of existing institutional arrangements from five levelsof the central state organs, provincial authorities, municipal authorities, counties(cities, districts) organs, township (street), which conducive to the allocation ofresources to play a promotion and incentive functions, but also leading to the reverseelimination, disorderly competition, non-performance behavior, corruption and othernegative effects. This thesis put forward general ideas about management reform fromthe promotion of Section-chief-rank Civil Servant in circumvent the "system trap" and weaken "social relations" two aspects, and put forward three specific measures fromthe expanded career paths, standardized promotion procedures, and strengthenmonitoring mechanisms.
