As an efficient motivation to the civil servants, job promotion relates not only with a civil servant's personal development, but also with the efficient operation of the whole civil service systems. Among civil servants'job promotion, that of section chiefs accounts for the greatest number, and possesses the most construction types and is the most complicated one as well. In recent years the promotion system has been increasingly improved, but there are indeed some certain unsolved problems. According to the related research literature, the writer finds out that there is a little of promotion theory about civil servants of section chief, therefore it's necessary to design a whole set of operating promotion systems, which should be more objective and fair, more scientific and efficient. The systems will be expected to improve the civil servants'team management, excite their career passion, deepen the reform of personnel system, and better the personnel work.Based on the Law of the People s Republic of China on Civil Servants and compared to western civil servants'job promotion structures, this paper make an analysis based on the section chiefs'job promotion systems of Huzhou in Zhejiang Province. Through analyzing the current situation of job promotion systems and motivating problems, this paper puts forward those countermeasures and suggestions to perfect the original system scientifically and reasonably.This paper consists of four chapters:Chapter One summarizes the research background, meaning and situation, make research methods and thoughts clear; Chapter Two states the related concepts and theory about civil servants and promotion system; Chapter Three expounds on the basic condition of civil servants in Huzhou, introduces the distribution of section chiefs, their promotion routine, process and forms, and analyses the motivating problems and reasons; Chapter Four puts forwards the countermeasures and suggestions from five sides, according to the reality of our nation's civil servants of section chief.
