Strategy Research On Local Government Response To Network Public Opinion Of Environmental Mass Incidents

In recent years,environmental mass incidents frequently happen in China.From the Xiamen PX event in 2007 to the Maoming PX event in 2014,the mass incidents has been triggered over and over again where the PX projects planned to land,which making the PX projects forced to stop frequently,and it is a lose-lose for everyone,especially the public,local government and company.The root of it,to a large extent,is the local governments’ ineffective management of network public opinion.Further strategy study of local government on network public opinion in the environmental mass incidents,find out the solution for PX project and so on,is significant for China’s economic and social development.Based on the mass incidents caused by the PX project as the research background,first analyzed the formation and the effect of network public opinion in the environmental mass incidents,including definition and characteristics of environmental mass incidents and network public opinion,the reasons for the formation of network public opinion in the environmental mass incidents and the influence of network public opinion to the environmental mass incidents.As cases study of Xiamen and Maoming PX,focusing on the development stage analysis of the network public opinion in environmental mass incidents and local government response measures at these stages,analyze the problems of local government deal with the network public opinion in the environmental mass incidents and studies the reasons for the problems exist.Finally,analyze the measures of local government to deal with the network public opinion in the environmental mass incidents,including strengthen the network public opinion crisis early warning,strengthen information disclosure,orderly public participation and strengthen post recovery,solving the problems of measures to deal with network public opinion in the environmental mass incidents to focus and difficulty.
