Research On The Community Grid Governance In Nanhai District Of Foshan City

Exploring the road of good governance at the grass-roots level is the new requirement of current social management in China. As a based unit which contacts with the masses of the people most closely, community plays a more and more important role at the grassroots governance.With the acceleration of economic transition and social transformation, the social structure is increasingly complex, stakeholders and their interests tend to be diversified too. The disadvantages of traditional community governance structure increasingly highlight, the management system of rigid, laggard service concept, and low level of information transmission and resource sharing problem, are difficult to meet the growing demand for public service. In this background, the reform and innovation of social management system has become a major issue need to be resolved.In 2004, the grid management as a new social management mode was implemented firstly in Beijing, and gained remarkable achievements. Subsequently, the grid management rolled out across the country, and became a more “mainstream” model of governance in the current grass-roots social governance. Based on the real needs of social management, Nanhai district of Foshan city began to carry out the community grids governance in 2014. It reformed the governance subject, governance object, governance power and governance pattern, in order to explor a social governance road of “good governance”. The analysis of this paper is based on the first-hand data collected by the in-depth field investigation of pilot communities about grid governance in Nanhai district.Based on the thesis, the first part of this paper introduces the reaserch backgroud and significance, reserche situation at home and abroad, the reserch purpose, reserch methods and reserch ideas. The second part will give a definition of the relevant concepts, clarify theoretical basis of the community grids governance, and analysis the effect of grid governance to optimize the community governance structure. The third part introduces an empirical reserch in Nanhai district of Foshan city, analyzes the raality of Nanhai’s community grids governance backgroud, summarizes the main practice and governance effect, and refines the characteristics of grid governance.Above the integrated theory and practice research, the fourth part makes a analysis of existing problems in Nanhai’s grid governance form the various dimensions of community governance structure.The fifth part of this paper studies several typical pattern such as Dongcheng district pattern of Beijing, Changning district pattern of Shanghai, Yichang pattern of Hubei, and Guangzhou pattern. Analyze their characteristics with the method of comparative, and sums up the beneficial experience to Nanhai district. Sixth part for introduction of grid management problems, combined with western classical theory and the experience of other areas in China, puts forward my own policy Suggestions for the practice of Nanhai district.
