Research On The Community Grid Governance In Chebei Street Office Of Tianhe District

In October 2017,the 19 th session of national congress of the communist party of China pointed out that “realizing the modernization of governance system and governance capability,and releasing the vigor of the root organizations” are to be the new requirements and spirits of good governance of root organizations.Community is a basic unit of society and important space for the public's life.With the economic transition and social transformation,continuous development of urbanization and increase of community scale and population,social conflicts and interests conflicts emerge in communities and interests subjects and interests demands become more complicated and diversified.Increasingly disadvantageous traditional social management structures,rigid management system,downward management,the extensive mode of management and high management costs and poor work performance and service quality fail to meet people's increasing demand for a better life.Under this background,reforming and innovating the modernization of national governance capacity becomes major issues to be solved.Since the beginning of 2004,grid management was first carried out in Beijing and was gradually implemented in other cities,becoming the universal model for the grass-root management.Based on the current demands of root organization management,Chebei Street at Tianhe district,Guangzhou innovated the grass-root social governance and carried out grid management of community in 2013.With the hope to explore a social governance road of “modernization of governance capacity”,the district innovated in the aspects such as governance subject,governance object,and governance mode and was honored as a national advanced group of comprehensive management from 2013 to 2016.The analysis of this paper is based on the first-hand documents collected from our in-depth field study at grid-management trial communities of Chebei Street: Guangdan community and Tiankun community.We conducted a questionnaire survey to community grid administrators and community residents.On the basis of clarifying the topic,the first chapter of this paper introduces the research background and significance,research status at home and abroad,research objectives,and research methods,ideas and innovations.The second chapter gives definitions of relevant concepts,and clarifies the theoretical basis of community grid management.The third chapter presents a comprehensive evaluation of community grid management at Chebei Street and analyzes the realistic background of its implementation,sums up its method and achievements,extracts its characteristics,analyzes its problems and supports it with numerous data.Chapter four introduces outstanding foreign grass-root governance models and experience.Chapter fifth gives policy suggestions based on the practice of Chebei Street.
