The Incentive Research Of Rural Cadres Of Shunde Area Under The Background Of Grassroots Governance Innovation

Rural cadres are the executors who put the Communist Party of China and the government’s policy and guidelines into affect, the coordinators who harmonize the interests of all parties of countries, and also the spokesman who represent the benefits of rural masses. They play an important role in developing a stable and harmonious society.With the rapidly development of rural economy and rural urbanization after the reform and opening up, social contradictions gradually become obviously, which results the challenge to the traditional rural governance pattern under the planned economy. The character, job duties, and assessment methods and some others of rural cadres have changed correspondingly. It creates difficulties for the traditional motivation model applied to rural cadres. The current research and practice of rural cadres’ motivation model are still extensive on the whole, which couldn’t adapt the rural work practice under the new situation.This article presents the theories about the rural cadres’ motivation model of China, and reviews the rural cadres’ motivation measures in practice. This article will use empirical analysis method and the rural cadres in Shunde district of Foshan city will be the object of investigation after the creation of their grassroots governance. It will analysis the positive effects, deviations and deficiencies for rural cadres after the implement reform measures under the theory system of motivation. Trying to draw a generic conclusion through case analysis, and put forward countermeasures and suggestions combining with the theory of fairness, two-factor theory and other theories, for the deepen reform and strengthen the motivation of rural cadres after the innovation of grassroots governance.
