Study On The Performance Of Government Function In Community Pension Service In Y City

Since the 21 st century,our country has accelerated the pace of aging,increasing the number of elderly people,and the one-child policy of the past few years,the family structure has changed dramatically,the social life pressure has increased,the family's retirement has been very difficult,and it's not enough for the elderly to meet the needs of the elderly.In this context,the community endowment service as a new type of pension mode,become the realistic choice of the elderly endowment in many places.Community endowment service in what form,need what kind of support system and supporting services,these are inseparable from the government function and behavior.The government functions in the community endowment service performance of the direct relationship between the community endowment services can be sustainable and healthy development.Therefore,the study of the functions of the government of the community endowment service,is the foundation of improving the community endowment system,also is the innovation of this article.Based on the "authorized" community endowment service in the implementation of the functions of the government as the research subject.Begin from "authorized community" and "community endowment service",the concept of using new public management theory,welfare pluralism as the theoretical tools,in the "authorized community" and the functions of the government to perform on the basis of correlation analysis,points out the "authorization communities" scenario functions including management policy,the government should take on organization plan,coordinate assessment advocacy,financial support and supervision of the five functions.Introduction of samples,through the practice research of Y city community endowment service,found in the local community endowment service functions of the government performance,there are some problems in such as policies and regulations is not sound,lack of organizational planning,shortage of funds,overall coordination,supervision and evaluation mechanism is not sound enough,etc.;Involved and investigate its reason,insufficient recognition of the government to the community endowment,role cognition is not clear,their own ability is limited,and many other aspects.Through to the United States,Britain,Japan these starter countries community endowment practice research,and summarizes their experience and characteristics.Based on the above,the article argues that we need to promote the community endowment service functions of the government performance in place,need specific measures in the following aspects: first,perfect the relevant policy,intensify policy guarantee;Second to strengthen organization and coordination and increase the talent cultivation;Third,increase financial support,broadening the channels for capital inflows;Fourth,improve the government supervision and evaluation mechanism,promoting the development of community endowment plan.
