Research On The Management Of Guangzhou Volunteer Organization "Xiguan Cabin"

In 2010, the 16th Asian Games was held successfully in Guangzhou. The spirit of Guangzhou games of "think and make for the people, harmony, tolerance, and share" was vividly manifested in the volunteers. To make the overseas visitors, citizens understand and love Guangzhou conveniently, "Xiguan cabins" (full name as "Happy Guangzhou city volunteer service stations", former as "New Life Inn" and "Guangzhou Asian Games& Asian Para Games city volunteer service stations ") created in the park areas, streets, railway stations, squares and other places. Now there are 150 "Xiguan cabins", of which nearly 10 cabins locate at municipal park areas. After the Asian Games, the Municipal Party Committee and Municipal Government defined "keep all the volunteer service stations (Xiguan cabin) of Guangzhou Asian Games and Asian Para Games and transfer them as Guangzhou City volunteer service stations to provide normalization volunteer services, and finally build them as promotion center of city civilization image, convenience window for government public services, love distribution platform for citizens and social participation for youth". On March 5,2012, the "Xiguan cabins" re-opened, which flagged the cabins changed from temporary Guangzhou Asian Games volunteer service platform to long-term community volunteer service sites, embarked on a normal, community volunteer service road.Since then, it triggered a dispute about the management authority of the "Xiguan Cabin". Within the current municipal park area "Xiguan Cabin", the "vertical management" model is reasonable? How to solve the contradiction with the "local management"? Whether it can build a new management model so to provide better services to citizen tourists? Thus, the writer regards it an important and interesting topic on the city’s public administration to research on the management issues of "Xiguan Cabin". It is especially important in the crucial period of transformation from "social management" to "social governance"Through basic social science research methods of literature analysis, interviews, etc., on the basis of depth investigation for the municipal park resort "Xiguan Cabin" management situation, this article combines the theory and practical experience at home and abroad to the Guangzhou actual situation, analysis the reasons of contradictory between the two management departments of the " Xiguan Cabin", points out the pros and cons for "vertical management" and "local management". Through this research, it try to provide practical suggestions to the Communist Youth League and the park management department in order to realize a scientific management on the "Xiguan Cabin" in the park area and enhance its volunteer services quality.
