With the rapid development of chemical industry in recent years, chemical industry park has become an important force to promote the growth of our economic. As these Ports important contribution to economy, there are all kinds of inflammable and explosive and toxic and hazardous substances, corresponding accidents are increasing, therefore, ensuring the safety of the chemical industrial park, has become a very critical problem, This article make research on the emergency management system from the perspective of the ability to control the accident, from the source to prevent the risk of accidents.The main contents and conclusions of this paper are listed briefly as following:(1) On the basis of summarizing the production and accident characteristics of chemical industrial parks, analyzed the process of emergency management, outlines six major controlling factors of the emergency management of the chemical parks.(2) Build the evaluation index system from the influence factors of emergency management and principles of establishing index system, the paper designed the evaluation index system,which included a total of three layers of assessment indicators, including four-level assessment indicators, twelve-secondary assessment indicators, thirty-three-level assessment indicators.(3) By using the analytic hierarchy process(AHP) method, with the aid of Yaahp software and MATLAB7.0 software, calculate the known data, obtained the degree of influence of each index on the evaluation objects, and then fixed with entropy weight method, and eliminated errors caused by human’s subjective behavior, then we can get the final weight of each evaluating index.(4) Through introducing the extension theory, build the multi-level extension evaluation model, and do a extension evaluation research to the emergency management system of chemical industrial park to realize the combination of qualitative and quantitative analysis, and then through the example application, draw the conclusion.The example showed that the model can convert the evaluation of multiple factors and more index into a evaluation of single objective and factor,which can also reflect the problems existing in the evaluation object more comprehensively or somewhere needs to improvement.
