In the new historical period,facing new opportunities and challenges, a group of cadreswho are responsible, experienced, sophisticated, learning-oriented, service, and innovative are urgently needed for our country. Cadre Education and Training was regardingas an importantstepincultivating talented peoplewhichwill have a conspicuous influence on individual cadreas well as cadre teams.On the basis of literature review, this paper focuses on the benefits of Cadre Education and Training on the individual and cadresteam. It isfound the Cadre Education and Training are very popular,but the benefit of the Cadre Education and Trainingare veryscarce, so this paper helps further develop human capital theory.The second part describes the theoretical base of this topic, including basic theory as human capital theory,benefit theoryand the demandof the Cadre Education and Training.This part also analyzed the current plan and condition ofCadre Education and Trainingin our country.The third part analyzes thatthe individualsbenefits of Cadre Education and Training,such as political effectiveness, administrative efficiency, social and economic benefits.To be more specific, by the Cadre Education and Training, the individual hasachieved the political benefitsasenhancedparty spirit, moral character ideological consciousness, and administrative efficiency asimproved basic skills and professional competence, and social benefits as improved personal image and public evaluation, as well as economic benefits as enhanced work quality,job salary and personal contribution.The fourthpart analyzesthe group benefits of Cadre Education and Training, providing four benefits aspects offering by the Cadre Education and Training, including ideological and political construction, leadership ability, work performance and honest government.The cadre team achieved great improvement onpolitical sense and executive capacity in terms with political construction, on scientific decision and management in terms with leadership,onfulfilled target and overcomedifficulty in terms with job performance, self-discipline and work style change in terms with honest government.In the fifth part, a case study of Cadre Education and Training in Shaanxi province wasinvestigated.
