| From the successful experience of the domestic and foreign industrial transformation and upgrading, due to the defects of market mechanism itself, local government still in guide, support and services to local industry development process plays a very important role. After 30 years of development,Quanzhou has become the country and the world’s largest analog walkie-talkie production base, under the new situation, a focus of Quanzhou City Government is use of their own advantages to promote the walkie-talkie industrial transformation and upgrading.This paper takes walkie-talkie industry transformation and upgrading of the Quanzhou as the research object, get the basic situation and existing problems of the walkie-talkie industry through the questionnaire survey method,and through to the Dongguan, Jiangsu, Japanese official practices in promoting industrial restructuring and upgrading process are analyzed and summarized. Remind the government should pay attention to drawing some successful experiences and practices to support industrial transformation and upgrading. For example, the formulation and implementation of appropriate industrial policy, through technological progress to promote industrial restructuring and upgrading, taking into account the development of all types of enterprises. Based on these experiences, research and analysis of Quanzhou municipal government behavior in industrial transformation and upgrading of,pointed out that in the city of Quanzhou walkie-talkie industry transformation and upgrading of the time, there are some problems, such as industrial development planning need to be further refined, policy support needs to be further strengthened, the lack of service consciousness, lack of supervision and management behavior.Finally, put forward optimized suggestions for to improve the industrial development planning,increase policy support, improve the level of service enterprises, strengthen supervision and management of the industry. |
