The rise of e-government and the rapid development of it is the inevitable resultof global government reform movement since the1970s. Especially in the1990s, therapid development of the Internet provides a good opportunity for developedcountries to advocate and promote e-government.With the globalization of e-government, e-government performance evaluationhas also attracted national attention. Currently, There are many ways fore-government performance evaluation, such as AHP,360-degree performanceevaluation method, fuzzy comprehensive evaluation method, Balanced Scorecard,data envelopment analysis method. Data envelopment analysis method is the use ofmathematical programming model to evaluate the multi-input, multi-output relativeeffectiveness of the decision-making unit (the DEA) is an effective method. Thebiggest advantage is that it is a purely technical, there is no need for a given form ofthe production function with parameters, thus overcoming the risk of misuse of theproduction function using data envelopment analysis. In addition, the comparisondoes not need to consider the dimensional normalization and index weight problems.Using data envelopment analysis to evaluate e-government performance canjudge whether the decision-making unit is DEA effective from the input-output pointof view, and can pointe out that the causes and extent of non-DEA effectivedecision-making unit, providing management information to government departments.In addition, data envelopment analysis can determine the scale of investmentdecision-making unit is appropriate, given the decision-making unit adjusts to put intothe right direction and extent of the scale, so as to government departments to providea better basis for decision making.
